Not published yet, and why
These are questions people bring that this section does not answer yet, because no primary source supported a statement a homeowner could rely on.
VOC Limits on House Paint in Oregon
Is there a legal limit on the VOC content of the paint a painter uses in Oregon?
Why not: Status of the state rule not confirmed. DEQ ran a rulemaking ("Volatile Organic Compounds 2025") to set VOC content limits for consumer products and architectural coatings, but its rulemaking page returned 404 on 2026-10-08 and no adopted architectural-coatings rule was found in OAR chapter 340 on the Secretary of State site. Until the adopted rule (or its withdrawal) and its compliance dates are read at secure.sos.state.or.us, a page could only say "federal 40 CFR Part 59 Subpart D applies, and maybe something else does too", which is not an answer. Revisit by searching OAR chapter 340 for an architectural coatings division and reading its effective and sell-through dates.
Permits for Exterior Repainting
Do I need a city permit to repaint the outside of my house in Portland or a metro suburb?
Why not: NOT PUBLISHABLE ACCURATELY YET. There is no single authority: Portland, Gresham, Beaverton, Hillsboro, Lake Oswego, Tigard, Oregon City, the three Oregon counties and Clark County and Vancouver each define permit scope themselves. No primary statement was found saying that repainting alone is exempt or covered, and a wrong permit answer costs a reader money. Related work that does trigger permits (siding or trim replacement, structural repair) varies too. Needs a per-jurisdiction statement read from each building department, and the historic overlay question below handled separately.
